 there are multiple options in order to run some emulators. first is your cpu or computer. then you need drivers which is closed source and generally obtainable from the pc's manufacturer. then you need the emulator software itself which is usually available for all major os's with platform specific requirements like android/linux/mac etc. epsxe does all that (the software for sony playstation emulation). then you may add hardware and that is another story.
